Unfortunately, no. Once an item starts to delaminate, there is nothing that can be done and it will continue to get progressively worse.
In most cases, yes however, there are certain types of waterproof membranes that won’t take new tape. We can generally tell during the initial in-house assessment if there will be any issues.
